A 28 hour standoff ended in tragedy Monday. Captain Rob Blair with the West Virginia State Police said 37-year-old Donald Surber of Winchester, Virginia was taken in to custody and a deceased female was found on the scene of a hostage situation involving a domestic dispute. .
The situation began Sunday morning when police received a 911 call that there was a domestic dispute at 10 Raider Place. When they arrived police discovered Surber in the residence with his ex-girlfriend. It was believed and later confirmed that Surber was armed. Nearby homes were evacuated and the family of the woman was gathered. Access to the area was heavily restricted all day Monday. Members of the Berkeley County Sheriff’s Office, West Virginia State Police, Washington County Special Response Team, and other law enforcement and emergency response agencies were on hand throughout the day.
Blair said tear gas was fired into the home around 2:00pm when activity began at the scene. Soon afterward the woman’s body was discovered and the suspect taken into custody. Blair would not give details as to how or when the woman passed away. Multiple screams and cries could be heard when West Virginia State Police broke the news to the family.
