(AP) - Governor Joe Manchin has called up another 300 West Virginia National Guard troops to help clean up after the state’s latest winter storm.That brings to 800 the number ordered out to support emergency operations in 14 counties.Manchin said Thursday the latest call up followed a request from emergency officials for help in north-central West Virginia and the state’s eastern and northern panhandles.Among their duties, Manchin said troops will ensure access to supplies and health care for snowbound residents.As of Thursday morning there were signs that things were returning to normal. Homeland Security director Jimmy Gianato said 6,000 residents were without power Thursday, down from more than 40,000 in the Eastern Panhandle alone.
