The West Virginia Kids Count Fund has released data for the year 2009 and the Eastern Panhandle has faired pretty well. Berkeley County ranks 30^th, Morgan County ranks 15^th, and Jefferson County ranks 4^th out of the entire state of West Virginia measuring the well being of children in those counties. Executive Director of Kids Count Margie Hale said 11 factors determine a counties rank, including teen birth rate, percent of high school dropouts, and juvenile delinquency case rate.
