The West Virginia Kids Count Fund has released data for the year 2009 and the Eastern Panhandle has faired pretty well. Berkeley County ranks 30th, Morgan County ranks 15th, and Jefferson County ranks 4th out of the entire state of West Virginia measuring the well being of children in those counties. Executive Director of Kids Count Margie Hale said 11 factors determine a counties rank, including teen birth rate, percent of high school dropouts, and juvenile delinquency case rate.
